SOUTH PORTLAND (Dec 2): Just three hours after swearing in a new mayor and two councilors, the City Council abandoned a six-month effort to regulate tattoo parlors in South Portland.Contributing Writer
Monday night, the council voted 4-3 to defeat proposed rules requiring tattoo and body-piercing shops to register with the city, undergo background checks and have regular inspections.
